Depuis leur entrée en application en 2016, le Code des douanes de l'Union ainsi que son règlement délégué et exécutif ont été modifiés déjà au moins huit fois. En outre, les services de la Commission européenne ont publié plus ou moins vingt-six lignes directrices, sans compter les notes explicatives qui ont été publiées également par les différents Etats membres. Ces documents concernent différents aspects de la législation douanière, comme la définition d'exportateur, le rôle du représentant en douane, la dette douanière ainsi que la garantie ou la détermination de la valeur en douane.
Dans cet ouvrage, après une partie générale sur la politique douanière, nous aborderons les éléments de base que sont le tarif douanier, l'origine et la valeur. Indispensables à l'application des droits de douane et des autres mesures liées au commerce international, leur juste détermination peut permettre une réduction considérable des coûts liés à une importation. La législation douanière de l'Union offre également d'autres possibilités permettant de réduire ces coûts, et une bonne planification douanière devrait donc être au centre de toute entreprise.
Ces leviers d'action feront l'objet d'un exposé détaillé : - Les régimes douaniers comprennent l'importation, l'exportation et les régimes particuliers, qui, s'ils sont bien appliqués, peuvent permettre une réduction notable des coûts. - L'entrepôt douanier permet de stocker les marchandises en exemption des droits de douane. Mais est-il toujours nécessaire d'utiliser le régime de l'entrepôt douanier ? N'est-il pas plus intéressant d'utiliser le dépôt temporaire ? - La transformation permet d'importer ou d'exporter temporairement, en exemption partielle ou totale des droits de douanes, des marchandises qui doivent subir une transformation.
- L'admission temporaire permet d'importer temporairement, en exemption totale ou partielle des droits de douane, des marchandises destinées à être réexportées, pour un usage déterminé (par exemple l'exposition), sans leur faire subir des modifications. - La destination particulière est applicable à des marchandises bénéficiant d'une préférence tarifaire (réduction ou suspension de droits de douane), sous réserve qu'elles soient affectées à une destination donnée qui implique généralement un processus de montage, d'ouvraison ou de transformation.
- Enfin, le transit permet une suspension temporaire des droits, taxes et mesures de politique commerciale applicables à l'importation, pour le transport des marchandises entre deux points du territoire douanier, via un autre territoire douanier, ou entre deux ou plusieurs territoires douaniers.

Todos ellos relatan la experiencia de una tormenta de nieve, tres tormentas que son son una y la misma, puesto que guardan un eco común en el alma de los respectivos protagonistas. La tormenta es una metáfora espléndida para asomarse a la intimidad rusa: la tormenta es la tormenta del alma rusa.
